Sir,
I am directed by the Secretary of State for War
to acquaint you, for the information of Mr. Secretary
Chamberlain, that the General Officer Commanding at
Hong Kong has submitted a proposal made by the Governor
for an exchange of land between the Colonial Government
and the War Department as follows.
It is proposed that Mount Cochrane should be
cut down to a level of 6 feet above the surrounding roads,—
the material from the excavation to be the property of
the Colony for use in the reclamation of the foreshore in
the vicinity; and that the War Department should relinquish
to the Colonial Government the area coloured blue,
and receive in return the area coloured red on the
enclosed tracing; the piece of ground between the extension
of Battery St. and Macdonnell Road to be reserved as
an open space.
It is represented that mutual advantages will
be derived from the proposed exchange, and Lord Lansdowne is prepared to sanction the arrangement, the two plots to
be regarded as of equal value. I am to ask whether
Mr. Chamberlain concurs in the proposal.
